Collection Information
The following collections of materials are available for checkout
at the Ruth Enlow Library:
Books: Adult, Young Adult, and Children's
Magazines: Adult, Young Adult, and Children's

Equipment
The Oakland Library has the following equipment that can
be checked out:
Slide carousel
Opaque projector
Filmstrip projector
Movie screen
An equipment loan form must be filled out and signed before
a patron may borrow any equipment. The items may be borrowed for up to
one week at a time.
Meeting Rooms
There are meeting rooms located in
the Oakland and Grantsville libraries.
- The meeting room is open to nonprofit organizations engaged in
educational, cultural, intellectual, and charitable activities.
- Groups must schedule the use of the room by contacting the library
staff.
- All meetings in the library meeting room must be free of charge
and open to the public.
- No selling or commercial activities are allowed.
- The number of people allowed to use the meeting room cannot exceed
49.
- No smoking or alcohol use is permitted in the meeting room.
- Meeting room users are required to leave the room in a neat and
orderly condition.
- Groups and organizations may not use the library mailing address
as their official address.
- Users must hold the library harmless from injuries or accidents
arising from the use of the facility.
- Groups are permitted to reserve the room on a continuing basis
(i.e. every Friday morning or the second Tuesday of every month).
The room can be booked for continuing programs for three months at
a time. The group can then book the room for another three months,
if available. The second and subsequent bookings can be made one
week prior to the end of the current booking period.
- Library sponsored programs have priority in the scheduling and
use of the meeting room.
- Use of the room is limited to normal library operating hours.
- The library does not advocate or endorse the viewpoints of meeting
room users.
- A person's right to use the meeting room shall not be denied or
abridged because of origin, background, or view.
- Children under the age of 18 may use the meeting room as long as
a responsible person over the age of 21 is present during the use
of the room.
- Pre-approval is required for the use of electronic equipment in
the meeting room.
SAILOR® Cruise Accounts
Maryland Public Library patrons now have access to free,
dial-up internet accounts. You must be at least 18 years of age, and
have a valid and unexpired library card issued by the public library
where you are submitting your request. You will need to have a pc running
Windows 95/98/ NT/Me/2000 or XP, a modem and a phone line. To find out

Library Policies
How to get a card
In order to receive a library card that permits the holder
access to the free services of the Ruth Enlow Library System, the applicant
must:
1. Show his/her driver's license or other proof of address
as listed below.
2. Complete and sign the application/borrower's Agreement
If the patron cannot provide a driver's license, other
forms of identification may be accepted. Other acceptable forms of identification
include: a library card issued by another public library system in Maryland;
a state issued identification card with a picture or a utility bill mailed
to the patron with his or her name and address printed on the bill. If
the patron is unable to provide any of these acceptable forms of identification,
a post card will be mailed to the patron's home address. The patron must
return to the library with the post card to pick up his or her card.
A patron without acceptable identification may not check out books until
he or she receives a library card.
Applicants under the age of eighteen without a driver's
license must have a parent or legal guardian sign the Borrower's Agreement
for them.
Applicants sixteen years or older with a driver's license
should sign a Borrower's Agreement for themselves.
Library cards are valid for three years after which time
they must be renewed.
Except for a limit of five (5) new books, thirty (30)
children's books, twenty (20) videos, five (5) DVD's, and two (2) Reading
Express books, a patron may borrow unlimited items at one time.
Time Limits on Borrowing:
- DVD's, magazines for adults and videos can be checked out for
one week.
- New books and Reading Express books are checked out for two weeks
with no renewals allowed.
- Regular adult books, books on cassettes and CD's, music CD's, YA
books, YA magazines, children's books, children's magazines, puzzles,
and pamphlets are checked out for three weeks.
Return of Library Material:
Most public library materials may be returned to any public
library or mobile unit in the county or elsewhere in the state. EXCEPTION:
Video material. All locations of the Ruth Enlow Library, excluding the
Kitzmiller Branch, have outside bookdrops. Please DO NOT put videos in
the bookdrops because they are easily damaged.
Fines and Fees

Children's & YA Material $0.05/day $2.00 max
Adult's Material $0.10/day $4.00 max
Videos $0.50/day $5.00 max
A total of 2 overdue notices will be sent for
each item that is overdue.
Library Card Fees
Check out items without Card $0.25 fee
Replace lost card $0.50 fee
A patron must show a photo ID in order to
check out without a card. An exception will
be made for a child whose legal guardian
can show a photo ID or whose legal guardian
can show a valid library card.
Reserve Fee (if notice is mailed) $0.50
Holds will expire after 6 months. A report
of cancelled holds will alert us to potential
problems with a book or an unacceptably long
hold line.
Copies (each side counts as a page, no discount
for supplying own paper)

Borrowing privileges may be suspended for the following
reasons:
- Long overdue items (overdue 35 days or more)
- Fines due of $5.00 or more
- Five or more overdue items
Once material is returned and/or payments made, most
borrowing privileges are reinstated. Fines must be paid in full to check
out interlibrary loan items.
Computer
Use Policy
All branch locations of the Ruth Enlow Library have computers
with internet access for public use and Wireless Internet Access (WiFi) for your laptop pc. If you need help please refer to
these "PC Tips." Also, parents may
wish to refer to these "Internet Safety
Tips for Families." The following
rules regulate PC use at Ruth Enlow Library.
1) Misuse or illegal use of the computers or Internet
access will result in the loss of computer privileges. This includes
users who violate the security of the library's network or other remote
networks, repeatedly violate time limits, intentionally damage library
hardware or software, disturb others in their use of the library, or
violate any of the following rules.
2) There is a thirty-minute time limit if others are
waiting. When the patron's 30 minutes are finished, he or she is expected
to relinquish the computer to another patron (the next person on the
sign-in sheet), if someone is waiting to use a computer. Patrons using
the Internet computers are expected to police themselves concerning
the 30-minute time limit and the relinquishment of computers to other
patrons.
3) If a patron is bumped he or she must wait 15 minutes
before signing up for another 30-minute session.
4) Patrons are limited to two consecutive 30-minute sessions.
5) There is a limit of two Internet computer sessions
per day per person.

they feel more time is needed for homework assignments or word processing.*****
6) All computers will be turned off 10 minutes prior
to library closing time.
7) We reserve the right to limit gaming or chatting.
8) Only one person at a time may use a workstation.

purposes.*****
9) Patrons may not download or install software to the
hard drive of the library's computers. Disks may be used as long as
no software is installed. (CD-ROM's often require the installation
of software in order to "run".)
Warning: Although we use software
to prevent viruses, this will not completely protect you from getting
a virus. Software downloaded from the Internet may contain a virus
and you may need to have virus-checking software on your computer.
The Ruth Enlow Library is not responsible for damage to a patron's
disk or computer, or for any loss of data, damage, or liability
that may occur from patron use of the library's computers.
10) Black & white printing is available at all branches
for $ 0.20 per page. In addition, color printing is available in Oakland,
Grantsville and Accident
for
$ 0.50
per page.
11) We reserve the right to ask for a library card or
other ID before sign-up.
Reminder: Individuals are expected
to use the library workstations in a courteous, reasonable and
responsible manner. Please be mindful that the library is a public
place; use discretion in displaying text or graphics that may be
offensive to others. It is illegal for minors to access or view
obscenity or child pornography in the library. Adults viewing obscenity
within the view of children or accessing child pornography will
be asked to leave the library and may lose their computer privileges.
Donation Policy
Ruth Enlow Library accepts donations of
materials with the understanding that the library's staff will evaluate
the suitability of the materials for inclusion in the library's collection.
Donations that do not meet the system's objectives and
policies will be sold or returned to the donor, if the donor wishes them
to be returned. Money from the sale of donated items will be used to
purchase new materials.
No other conditions may be imposed by the donor either
before or after the acceptance of the materials into the collection.
Board of Trustees
Board Meetings are open to the Public and are generally held the third Thursday of the month at 4:00pm. The location can vary. Please call 301-334-3996 to confirm date and place.

Friends of the Ruth Enlow Library
Who are we?
The Friends of the Ruth Enlow Public Library of Garrett
County is a group organized to bring together fellow
citizens who value their public
library, are willing to work for a better library for the community,
and who speak up for good library service whenever and wherever their
efforts are needed.
Areas of Activity
There are many fine projects that can be undertaken by the Friends of the Ruth
Enlow [Public] Library of Garrett County, with the advice of the Library
Director.
Friends can:
- Stimulate public awareness of the library and its importance to
the community.
- Serve in the communicative capacity between the library and the
community at large.
- Foster educational, recreational, informational, and cultural programs
beneficial to the community.
- Enrich library resources through funds derived from memberships
and encourage endowments, bequests and acceptable gifts for the purpose
of public use and enjoyment.
- Sponsor free exhibits, speakers, art programs, book reviews, and
film programs for the community's use.
- Aid development of special book collections.
- Provide channels for citizens' opinions and support of the library.
- Play a leadership role in National Library Week.
- Help acquire important materials and provide important services
beyond the confines of the operating budget.
- Support library programs for children and youth.
Values of Membership:
- Sharing and developing the love of books with fellow book-lovers.
- A sense of accomplishment and personal satisfaction in performing
a significant service for the community.
